Before signing off on anything, confirm who the provider actually is, what license applies, their insurance, the permit plan, the written scope, warranty terms, schedule, and payment terms.
Why local context matters
Two things are worth establishing before this work is quoted. First, get someone into the space and find out what is actually down there -- the depth, whether there is any ground cover, the state of the insulation and ductwork, and how much of it can be reached. In the mill-era and postwar housing these spaces are frequently tight enough that access sets the limit on what is achievable. Second, look at the outside: where the lot falls, where downspouts discharge, and whether water arrives from uphill, because sealing before that is corrected rarely holds.
What official local sources add
The stormwater side is what reaches this work, because sealing a crawl space almost always depends on fixing exterior drainage first. Where water is routed once it leaves the foundation is the regulated question, and on the rolling lots here that route usually crosses a neighboring property or feeds a mapped drainage path -- so pulling the parcel's information before a liner is priced avoids designing a fix that cannot be permitted. Historic-district review reaches below-grade work only where it produces a visible change at grade on a designated property.
